Zero Food Waste Coalition Launches State Policy Pilot with New Jersey and Pennsylvania Partners

The Zero Food Waste Coalition (ZFWC) is proud to announce the launch of its State Policy Pilot Program in partnership with a team of food waste policy leaders in New Jersey and Pennsylvania. Through these two projects, ZFWC will provide one year of tailored technical assistance to support the development and implementation of impactful state-level food waste policy.

The State Policy Pilot Program is designed to help communities advance equitable, high-impact strategies that prevent food waste, expand food recovery, and reduce landfill use. Selected through a competitive process, the New Jersey and Pennsylvania projects stood out for their readiness, vision, and potential to drive transformational change.

"PRC is thrilled to work alongside Zero Food Waste Coalition and our allies at 412 Food Rescue towards increasing state funding for food waste diversion & recycling in PA. These critical state funds come from a portion of landfill tipping fees, stuck at $2 per ton since 1988. The passage of PA HB620 would raise landfill tipping fees to reflect inflation, significantly expanding the ability of municipalities and non-profit partners to fund key food & organic waste diversion infrastructure. ZFWC’s technical assistance will include strategic planning, policy research, coalition-building support, and communications guidance, all tailored to local needs.

The Zero Food Waste Coalition works to end food waste in the United States through policy advocacy, capacity building, and community engagement. The Coalition brings together nonprofits, government agencies, advocates, and industry leaders to build a future where food is valued and waste is eliminated.
